Engineering Schools of University of Pennsylvania and Hong Kong University
of Science and Technology Form Strategic Alliance--Collaboration on
Technology Management Programs

Philadelphia, Pa., March 7, 2002--The Hong Kong University of Science and
Technology (HKUST) School of Engineering and the University of Pennsylvania
School of Engineering and Applied Science (Penn Engineering) have announced
a plan for close collaboration and coordination of their Executive Master
in Technology Management (EMTM) programs.

Representatives of the HKUST School of Engineering and Penn Engineering
signed a Statement of Strategic Alliance at HKUST on February 27,2002,
which paves the way for student and faculty exchanges. Students from each
school will have the opportunity to visit the other school and take courses
for credit, providing them with a global perspective and access to a wider
range of world quality faculty.

"As the fastest growing economy in the world, China offers enormous
opportunities and challenges for U.S. technology managers. Hong Kong will
continue to play an important role in China's economic development, and
this strategic alliance with HKUST opens the door for University of
Pennsylvania students who have aspirations in China," said Dr. Lyle Ungar,
Associate Professor of Computer and Information Science and Director of
Penn Engineering and Wharton's EMTM Program.

The partnership with HKUST, one of Asia's top universities and Hong Kong's
only research university specializing in science, technology and
engineering, is part of Penn Engineering's commitment to offer a globally
pertinent curriculum.

Said Dr. Eduardo Glandt, Dean of Penn Engineering, "Our program and HKUST's
program share the common goal of educating technology managers who can turn
innovation into commercial success in the global marketplace."

The MTM program of HKUST and Penn's EMTM program are the first of their
kind in Hong Kong and the U.S. respectively. Combining the studies of
emerging technologies with modern management principles, these programs are
designed for working technology professionals who are or will be in
management positions that require a broad understanding of the business
context in which technology is deployed. Both programs heavily stress
management, as well as technical expertise; Penn's EMTM is co-sponsored by
the Wharton School of Management.

Dr Helen Shen, Associate Professor at HKUST's Computer Science Department
and MTM Program Director, said of the strategic alliance with Penn, "In
terms of both curriculum and networking, the partnership with Penn will add
another significant asset to HKUST's technology management education
programs."

At the end of February, 35 Penn EMTM students visited Hong Kong to study
topics like supply chain management, and current trends in the Hong Kong
territory and the Chinese Mainland. This trip also included a forum for
Penn and HKUST students to exchange ideas on the Chinese market and a visit
to Shanghai. Last year, students of HKUST's MTM program visited Penn and
attended courses on international business.
